Description

The settings reset normally also wipes branding files. If they should be preserved, this setting must be set to 'on'.

There is some catch: During the settings reset all settings are wiped, which would include this setting, so it has no effect if it is changed or provisioned in a regular way.
The proper way to set this setting is to create a defaults.xml file containing it and upload that to the phone.
